In consultation with the State Board of Community Colleges and the North Carolina Department of Motor Vehicles, I have decided that we can no longer offer North Carolina DMV waiver cards to the graduates of the military motorcycle programs or to people that take the courses in other states.  The legislation that established the motorcycle program in North Carolina stipulates that the program be administered through the community college system.  We are unable to work with private contractors in the program.  This decision has been made as we have no oversight to the military programs or other state programs, and can not guarantee or verify that the classes are offered in the manner that we require. 

 

Therefore, effective immediately, we will no longer reciprocate with other state programs and we will no longer issue DMV waiver cards to the graduates of the military motorcycle classes.  Military programs that have unused DMV waiver cards, please return them to my office at the address below.  Military programs continue to have their own RERP number with the Motorcycle Safety Foundation and therefore can fulfill their mission to offer the BRC and ERC classes to allow their personnel to ride motorcycles on military instillations, but their graduates will have to take the skills test at the DMV to get the “M” endorsement on a North Carolina driver’s license.   However, military personnel that take the Basic Rider Course through the North Carolina Motorcycle Safety Education Program at a North Carolina Community College will still be issued the waiver card. 

 

My mission and mandate is to oversee and guarantee that our curriculum is presented in the way that is prescribed by the Motorcycle Safety Foundation and recommended by the North Carolina Motorcycle Safety Education Program.  It is necessary that we have some consistency in the manner that the BRC is offered.  We collaborate with the North Carolina DMV to give waiver cards to our graduates and the DMV needs to be confident that we are offering the course in a thoughtful and consistent manner.  The safety of our students and graduates is of the highest importance.
